SRINAGAR, February 12, 2026 — The Jammu and Kashmir government has clarified that the boundaries of Irrigation & Flood Control (I&FC) Sub-Divisions are established independently of legislative constituency limits. Speaking in the Legislative Assembly, Minister for Jal Shakti, Javed Ahmed Rana, explained that these jurisdictions are determined primarily by technical considerations, such as drainage patterns and geographical requirements, rather than political boundaries. This statement came in response to a formal inquiry by Legislator Kuldeep Raj Dubey regarding the alignment of administrative divisions with local constituencies.
Addressing concerns over potential operational inefficiencies, Minister Rana categorically denied any lack of supervision or coordination within the current framework. He assured the House that the existing administrative arrangements have not resulted in project delays or public inconvenience. Furthermore, the Minister dismissed rumors regarding a potential restructuring in the Reasi district, stating that there is no proposal under consideration to merge the I&FC Sub-Division, Reasi, with the PHE Sub-Division, Reasi. He maintained that the current structure is operating effectively and remains aligned with established technical norms. Following the initial response, Legislators Khurshied Ahmed and Sham Lal Sharma raised supplementary questions, prompting further clarifications from the government to ensure legislative transparency.
