JAMMU | January 12, 2026 — Chief Secretary Atal Dulloo has issued a firm directive to the School Education and Public Works Departments to ensure all government schools across Jammu and Kashmir have fully functional toilet facilities for girl students by February 15.
During a high-level review meeting, the Chief Secretary emphasized that providing clean and dignified sanitation is critical for improving student attendance and retention. While 99.25% of the Union Territory’s 18,724 government schools currently have general toilet facilities, approximately 7.71% still lack separate units for girls.
To bridge this gap, Dulloo ordered that ongoing construction for 265 units and the planned installation of facilities in the remaining 1,056 schools must be completed within the stipulated timeline.To ensure these deadlines are met and that infrastructure is not just built but remains operational with proper water supply, the Chief Secretary ordered the formation of zone-level committees.
These teams, comprised of officers from the School Education and Roads & Buildings (R&B) departments, will conduct joint ground-level inspections to identify gaps and oversee necessary repairs. Supporting this initiative, Additional Chief Secretary of the PWD, Anil Kumar Singh, confirmed that prefabricated structures will be deployed in areas where conventional construction is not feasible by the deadline.
This coordinated effort aims to create a safe and inclusive learning environment before the start of the new academic session in winter zones and by mid-February for summer-zone schools.
