J&K Declares War against Drugs : Manoj Sinha Launches 100-Day “Nasha Mukt” Mass Movement to Dismantle Drug Networks
Identity Lockdown: LG Manoj Sinha Vows to Revoke Passports and Aadhaar of Drug Smugglers
JAMMU, April 11, 2026 — In a historic move to purge the Union Territory of the narcotics scourge, Lieutenant Governor Manoj Sinha officially ignited a massive 100-day intensive campaign titled “Nasha Mukt Jammu Kashmir Abhiyaan “from the MA Stadium today.
Thousands of citizens, students, and officials joined a high-energy Padyatra from the stadium to Parade Ground, signaling the transition from administrative planning to a full-scale “people’s movement.” Emphasizing that drug addiction is not merely a statistical case file but a profound family tragedy, Manoj Sinha declared that the next three months would be pivotal in reclaiming the future of the region’s youth.
The campaign is structured into six strategic phases: intensive awareness drives, youth-centric events, community engagement, strict enforcement, rehabilitation, and continuous evaluation, ensuring a “whole-of-government” approach to rooting out the menace from every village and city.
The Lieutenant Governor issued a chilling warning to drug traffickers, vowing that the administration would exercise the “uncompromising weight of the law” to dismantle their operations. Highlighting that cross-border smuggling is being used as a weapon to poison communities, Manoj Sinha announced a stringent new Standard Operating Procedure (SOP).
Under these guidelines, the government will not only seize the movable and immovable properties of smugglers under the NDPS Act but will also revoke their passports, driving licenses, Aadhaar numbers, and arms licenses.
To ensure no culprit escapes, bank accounts will be frozen, and Look Out Circulars will be issued for absconders. This crackdown is designed to echo through generations, sending a clear message that those who profit from the destruction of society will face swift and total financial and legal ruin.
Parallel to enforcement, the administration is prioritizing the “human side” of the crisis by regulating and strengthening recovery infrastructure.
On April 2, the government notified the Jammu and Kashmir Substance Use Disorder Treatment, Counselling and Rehabilitation Centres Rules, 2026, to ensure every facility is genuine, well-staffed, and under constant monitoring.
Manoj Sinha directed senior officers to act swiftly on public complaints and leverage grassroots intelligence by empowering panchayats, mohalla committees, chowkidars, lambardars, and ward surveillance committees.
By identifying hotspots and ensuring that no individual faces the battle of addiction alone, the administration aims to turn information into collective responsibility.
The “Drug-Free J&K” campaign is set to pulse through village chaupals and district headquarters with a spirit of mass participation. Manoj Sinha called upon athletes, teachers, social workers, and women to lead the charge, urging the community to organize anti-drug sports tournaments, marathons, and debates to steel the resolve of the youth.
The day’s events also included the unveiling of an official campaign mascot and the administration of an “Anti-Drug Pledge” to the massive gathering.
As the 100-day march begins, the focus remains on transforming Jammu & Kashmir into a region where the dreams of the youth are no longer lost to the “dark abyss of addiction,” but are instead supported by a resolute and unified society.
