J&K Chief Secretary Sets Deadline for MSME Health Assessment Under ₹74 Crore RAMP Scheme
JAMMU January 21, 2026:- Chief Secretary Atal Dulloo today chaired a high-level meeting to accelerate the “MSME Health Clinic,” a flagship initiative under the Raising and Accelerating MSME Performance (RAMP) programme. Recognizing the vital role of small businesses in the Union Territory’s economy, the Chief Secretary directed the Industries & Commerce Department to implement a time-bound action plan for a comprehensive assessment of all MSMEs across Jammu and Kashmir.
With an approved total outlay of ₹74.03 crore for MSME-focused interventions, Dulloo emphasized that timely diagnosis and district-wise monitoring are essential to prevent industrial sickness, safeguard local employment, and ensure long-term economic resilience.
The MSME Health Clinic, currently being executed by the Indian Institute of Management (IIM) Jammu with a budget of ₹30.64 crore, serves as a specialized diagnostic and rehabilitation center. Commissioner Secretary Vikramjit Singh reported that since the launch of the dedicated portal last July, over 417 MSMEs have already been onboarded, including units identified as recoverable or prone to sickness.
The clinic offers structured financial and non-financial aid, including an average rehabilitation assistance of ₹2.77 lakh per unit for nearly 959 identified businesses, alongside expert mentoring and customized turnaround strategies.To ensure the program’s success, the administration has successfully integrated data with the national Udyam portal, uploading information for over 5.85 lakh formalized MSMEs.
Managing Director JKTPO, Sudershan Kumar, highlighted that mass communication efforts are underway to update enterprise data by the end of this month. Beyond financial aid, the RAMP initiative encompasses a wide array of support, including digital financing penetration, skill development programs led by JKEDI, and the promotion of GI and ODOP products through buyer-seller meets.
The Chief Secretary reiterated that this institutional mechanism must deliver tangible outcomes to transform J&K’s 8.12 lakh MSMEs into robust engines of growth.
