J&K Chief Secretary Reviews Cyber Security Framework: Sets Strict Deadlines for Asset Inventorization and SDC Augmentation

JAMMU, DECEMBER 19: Chief Secretary Atal Dulloo chaired a high-level meeting today to evaluate the implementation of the Cyber Security Action Plan across Jammu and Kashmir.

Highlighting the vital role of digital safety in ensuring transparent and efficient governance, the Chief Secretary directed all departments to adopt a proactive and coordinated approach to safeguard the UT’s digital infrastructure. To strengthen monitoring, he ordered all Drawing and Disbursing Officers (DDOs) to complete the inventorization of IT assets on the e-SAM portal within one month.

Additionally, the NIC has been tasked with preparing a comprehensive plan within the same timeframe to augment the State Data Centre (SDC) and implement foolproof security measures across the system.The meeting reviewed several critical initiatives, including the successful decommissioning of 35 redundant websites and the ongoing security audit of departmental portals.

Key technical deployments were also highlighted, with Endpoint Detection and Response (EDR) and Unified Endpoint Management (UEM) solutions already covering 5,100 devices in the Civil Secretariats; a further 15,000 devices in HoD offices are scheduled for securing by January 2026. Furthermore, the official government email user base has surged to 1.81 lakh, reflecting a significant push toward secure communication protocols.On the forensic front, IGP Crime Sujit Singh detailed a structured three-phase approach to enhance cyber forensic capabilities.

This plan involves evaluating technical tools to combat modern threats such as deep fakes and encrypted mobile communications, as well as establishing dedicated Cyber Police Stations. Other notable progress includes the migration of applications to the MeghRaj Cloud, the operationalization of a Mini Security Operations Centre (SOC) in Jammu—with plans for a full-scale upgrade—and the phased transition of government websites to IPv6 by the end of the year.
