J&K Chief Secretary Directs Urgent Completion of D-BRAP 2025 Business Reforms

JAMMU, April 02, 2026:-Chief Secretary Atal Dulloo today chaired a high-level meeting to review the implementation of the District Business Reforms Action Plan (D-BRAP) 2025, emphasizing the need for departments to fast-track all pending reform parameters.

Coordinated by the Industries & Commerce Department under the guidance of the Department for Promotion of Industry and Internal Trade (DPIIT), the meeting focused on enhancing the Ease of Doing Business and Ease of Living at the grassroots level.

The Chief Secretary underscored that while a significant majority of the 154 reform points have already been met, focused efforts and capacity building are required to ensure 100 percent compliance within the next few months.

To eliminate administrative bottlenecks, Deputy Commissioners have been directed to designate senior officers for daily monitoring of the implementation process.

The D-BRAP 2025 framework covers a comprehensive range of 46 mandatory digital services across 15 departments, including land record digitization, building plan approvals, and the issuance of various industrial and health licenses.

Commissioner Secretary I&C, Vikramjit Singh, and Director Industries Jammu, Arun Manhas, briefed the chair on the development of a real-time service dashboard linked to the JKSW portal, which allows for transparent oversight of service delivery and inspection modules.

By simplifying procedures and reducing compliance burdens, the government aims to transform Jammu & Kashmir into a highly competitive, investor-friendly destination.

The Chief Secretary reaffirmed that these digitization efforts must translate into tangible benefits for citizens and businesses, ensuring a transparent and time-bound governance ecosystem across all districts.
