J&K Chief Secretary Atal Dulloo Orders Technological Overhaul and Strict Enforcement to Slash Road Accidents

JAMMU, March 11, 2026 — In a comprehensive move to enhance public safety on the highways of Jammu and Kashmir, Chief Secretary Atal Dulloo chaired a high-level review meeting today to strengthen road safety mechanisms and traffic management.

Striving for a significant reduction in fatalities, the Chief Secretary emphasized a dual-strategy of technology-driven monitoring and rigorous ground enforcement.

Central to these efforts is the Integrated Road Accident Database (iRAD) portal, which has already identified 16 major accident hotspots across districts like Jammu, Udhampur, Reasi, and Srinagar.

Dulloo directed all departments to ensure the real-time uploading of accident data to facilitate scientific analysis and the immediate rectification of hazardous “black spots” by engineering agencies.

A major highlight of the meeting was the operational rollout of the PM Rahat Scheme, which provides cashless treatment up to ₹1.5 lakhs for accident victims during the critical “golden hour.” The Transport Commissioner, Vishesh Paul Mahajan, confirmed that all districts have been onboarded, with live entries commencing as of March 9, 2026.

Complementing these welfare measures, the IGP Traffic reported a massive crackdown on violators, noting that over 15,000 vehicles were seized in 2025, with hundreds more impounded in early 2026. The department has deployed advanced Interceptor Vehicles and modern gear—including speed detection devices and body-worn cameras—to ensure transparency and efficiency in patrolling.

Chief Secretary Dulloo further mandated that District Road Safety Committees meet regularly to develop localized action plans tailored to their specific terrains. He insisted on strict adherence to Supreme Court guidelines, requiring detailed reports for every major mishap.

To ensure financial support for these initiatives, it was revealed that over ₹1,153 lakh from the Road Accident Victim Fund (RAVF) has already been disbursed to regional transport offices for relief and intervention.

By integrating electronic Detailed Accident Reports (eDAR) with the judiciary and conducting road safety audits for all new constructions, the administration aims to create a seamless, data-backed ecosystem that prioritizes human life over logistical speed.
