JAMMU, FEBRUARY 10, 2026: Chief Secretary Atal Dulloo today spearheaded a high-level consultative meeting to formalize a comprehensive rehabilitation and reintegration framework aimed at eradicating drug abuse under the “Nasha Mukt J&K” initiative.
Emphasizing that initial treatment is merely the beginning of recovery, the Chief Secretary called for the establishment of a robust, systematic tracking mechanism to provide lifelong handholding and monitoring for victims to prevent relapse and ensure successful social reintegration. This proposed end-to-end strategy integrates the resources of multiple departments—including Health, Education, Social Welfare, and Skill Development—to offer a seamless transition from clinical treatment to livelihood generation and self-employment.
To bolster accountability, Dulloo directed the development of an integrated online platform featuring unique beneficiary identification and real-time case management, alongside district-level monitoring teams led by senior officers.
The framework, further detailed by Commissioner Secretary Sarmad Hafeez, envisions standardized counseling units and multi-departmental task forces dedicated to vocational training, credit linkages for start-ups, and community-based preventive programs, underscoring a “whole-of-government” commitment to safeguarding the youth and ensuring the long-term sustainability of a drug-free society.
