J&K Budget Session 2026: Deputy CM Surinder Choudhary Announces Major Infrastructure Push; Sanctions Machil Tunnel and ₹109 Cr for South Kashmir Roads
JAMMU, APRIL 02, 2026 — During the ongoing Budget Session 2026, Deputy Chief Minister Surinder Choudhary underscored the government’s commitment to regional connectivity and infrastructure integrity by announcing a series of landmark projects, including the sanctioning of the vital Machil-Z-Gali Tunnel.
Responding to queries during Question Hour, the Deputy CM revealed that the tunnel, which will connect the snow-bound Machil Sector to the hinterland, has been approved under the ‘Other than Capital Acquisition’ head, with a Detailed Project Report (DPR) currently being finalized for its inclusion in the Annual Works Plan (AWP) 2026-27.
Beyond the frontier regions, the Deputy CM detailed a massive ₹109.22 crore allocation for road works across South Kashmir, noting that over 268 km of roads were macadamized last year.
Key projects like the ₹98.71 crore Lassipora–Litter–Sangam road widening are now under active consideration to support heavy traffic from the Industrial Growth Centre.In a stern message regarding project governance, Deputy CM Choudhary emphasized a “zero-tolerance” policy against substandard work and delays, stating that departments are under strict mandates to enforce high-quality execution.
This commitment to durability is reflected in the immediate authorization of ₹344.10 lakh for the permanent restoration of the Koteranka–Khawas road, which was severely damaged by flash floods.
Furthermore, while addressing strategic demands, the Deputy CM acknowledged representations for the Lolab–Bandipora Tunnel and provided updates on the 15 km Kandipathri–Shidak Shrine Road, which is currently awaiting mandatory forest clearances.
By integrating flood restoration funds with ambitious new tunnel projects and industrial corridor upgrades, the government aims to ensure all-weather connectivity and robust economic mobility across both the Jammu and Kashmir divisions.
