J&K Budget Session 2026: CM Omar Abdullah Introduces Landmark Jan Vishwas and Anti-Discrimination Bills
JAMMU, February 04, 2026 — Marking a significant legislative milestone during the 2026 Budget Session, Chief Minister Omar Abdullah today tabled two pivotal bills in the Jammu and Kashmir Legislative Assembly aimed at modernizing governance and protecting human rights.
The Chief Minister first introduced “The Jammu and Kashmir Jan Vishwas (Amendment of Provisions) Bill, 2026,” which seeks to decriminalize and rationalize minor offenses across various enactments to bolster trust-based governance and enhance the ease of doing business in the Union Territory.
Simultaneously, in his capacity as the Minister for Law and Justice, he introduced “The Jammu and Kashmir Eliminating Discrimination Against Persons Affected by Leprosy Bill, 2026.”
This legislation is designed to strip away outdated discriminatory laws, prevent the social segregation of leprosy patients, and mandate affirmative action to ensure they receive equal treatment under the law.
Both bills, which have already been officially gazetted, represent a strategic shift toward a more compassionate and administratively efficient legal framework for the people of Jammu and Kashmir.
