J&K Assembly Zero Hour: Legislators Demand Action on MGNREGA Wages, KCC Loan Waivers, and Infrastructure

JAMMU, APRIL 02, 2026: The Zero Hour of the Jammu and Kashmir Legislative Assembly turned into a platform for intense deliberation today as Members of the Legislative Assembly (MLAs) across party lines raised a wide array of public grievances, demanding immediate government intervention.

Key fiscal and labor issues dominated the session, with calls for the release of pending MGNREGA wages, the regularization of Khidmat Centre operators, and a comprehensive salary hike for NHM and CAMPA workers.

Agriculture and disaster relief were also at the forefront, as legislators like Hasnain Masoodi and Peerzada Feroz Ahmed pushed for the waiving of Kisan Credit Card (KCC) loans for farmers hit by devastating floods, while others demanded expedited compensation for orchardists and the restoration of vital irrigation canals and lift irrigation projects ahead of the sowing season.

In addition to economic concerns, the House addressed critical infrastructure gaps and administrative hurdles. Requests ranged from the completion of long-pending healthcare projects like the JVC Hospital to the construction of essential bridges, “Mini Secretariats,” and fruit mandis.

Local representatives also highlighted sensitive social issues, including the repatriation of a deceased resident from Kuwait, the extension of the Ladli Beti Scheme to new districts, and the urgent need for a policy to facilitate the seasonal migration of nomadic communities.

The session concluded with a strong emphasis on accountability, as MLAs urged the government to resolve jurisdictional conflicts arising from delimitation and called for strict action against officials responsible for low expenditure on developmental works, ensuring that welfare schemes are implemented with transparency and legislative consultation.
