JAMMU, FEBRUARY 07, 2026: During a productive session of the Legislative Assembly, Minister for Forest, Ecology & Environment, Javed Ahmed Rana, emphasized that No Objection Certificates (NOCs) for residential constructions are only issued following rigorous field verification and statutory scrutiny to ensure environmental protection.
Addressing queries regarding regional development, the Minister, representing Chief Minister Omar Abdullah, also clarified that the government has no plans to relax Change of Land Use (CLU) norms, nor will it reduce fees or exempt rural areas from these regulations, despite calls for flexibility from various legislators.
On the infrastructure front, the House was informed of a significant ₹5.23 crore boost for the Thanamandi Water Supply Project under AMRUT 2.0, alongside an allocation of over ₹85 crore for wildlife conservation under CAPEX and CAMPA schemes. Furthermore, with the Jal Jeevan Mission (JJM) now extended until 2028, the government is focusing on streamlining water supply schemes in Rajouri by addressing manpower shortages through internal rationalization and referring vacancies to recruitment agencies like JKPSC and SSRB to ensure long-term utility management.
