J&K Assembly: CM Omar Abdullah Pledges Phased Regularization of Daily Wagers in Current Fiscal Year
JAMMU, April 1, 2026 — During the ongoing Budget Session of the Jammu and Kashmir Legislative Assembly, Chief Minister Omar Abdullah reaffirmed the government’s steadfast commitment to the phased regularization of daily wagers and casual laborers.
Responding to a Private Member’s Bill introduced by MLA Muhammad Yousuf Tarigami, the Chief Minister informed the House that the regularization process is set to be initiated within the current financial year.
While acknowledging the decades of service rendered by these workers, the Chief Minister noted that a dedicated committee is currently examining the matter.
He argued that introducing specific legislation on the very first day of the financial year was premature, especially since the government had recently made a public declaration to address the issue.
Following the Chief Minister’s detailed assurance and his appeal for a constructive approach, MLA Tarigami withdrew his bill, expressing satisfaction with the government’s roadmap.
The Chief Minister emphasized that the administration fully recognizes the contributions of these employees and remains dedicated to securing their future.
However, a similar bill moved by MLA Waheed ur Rehman Para on the same subject did not find favor with the House and was subsequently rejected through a voice vote.
The proceedings highlighted the government’s intent to manage the regularization process through executive policy and committee recommendations rather than immediate legislative intervention.
