JAMMU & KASHMIR ASSEMBLY UPDATES :-J&K Assembly Private Members’ Bills: Liquor Ban, Land Reforms, and Doctors’ Practice Regulations Proposed

JAMMU | March 30, 2026 — The Jammu and Kashmir Legislative Assembly is set for a high-stakes session today as 33 Private Members’ Bills are tabled for consideration, addressing critical socio-economic and legal issues. The legislative agenda is headlined by a significant push for prohibition, with six separate bills seeking a ban on the sale and consumption of alcohol across the Union Territory.

These proposals range from a blanket ban throughout J&K to specific restrictions within the Kashmir Valley and the Lal Chowk constituency, alongside amendments to existing Excise laws to enforce stricter prohibition.Beyond the liquor debate, the Assembly will tackle public health and land governance.

A major bill aims to prohibit private practice by government doctors to ensure dedicated service within public medical institutions. On the legal front, multiple bills focus on restoring the Jammu and Kashmir Land Grants Act to its pre-2022 status, safeguarding leaseholder rights, and granting ownership to long-term occupants of state land.

Additionally, the agenda includes the proposed Kashmiri Hindu Shrines Bill for the protection of religious heritage, as well as strict food safety measures—including a controversial proposal to ban the import of frozen and chilled foods from outside the UT to boost local industry.The session also prioritizes social welfare and employment security.

Legislators are set to discuss the regularization of casual and daily-rated workers, unemployment allowances for youth, and compassionate appointment policies for the families of deceased government employees and victims of terrorism.

Out of 72 Private Members’ Bills accepted by the Secretariat, these first 33 reflect a broad effort by lawmakers to address local grievances and structural reforms. The remaining bills are expected to be deliberated on April 1, contingent on the pace of today’s discussions.
