Jammu Animal Welfare Overhaul: Commissioner Secretary Mandeep Kaur Orders New Shelters and Improved Infrastructure
JAMMU, December 29, 2025: Strengthening the animal welfare framework in the winter capital, Commissioner Secretary of the Housing and Urban Development Department, Mandeep Kaur, conducted a comprehensive inspection of several animal shelters across Jammu today.
Accompanied by JMC Commissioner Dr. Devansh Yadav, she visited key facilities at Bandhu Rakh, Chowadi, Bhagwati Nagar, Roopnagar, and the Nagrota Gaushalla to evaluate existing care standards and the progress of ongoing construction.
During the tour, Mandeep Kaur issued a series of directives aimed at expanding capacity and ensuring that the Union Territory’s animal population is treated with dignity and proper medical care.Key highlights of the visit included a directive to construct a new cow shelter on vacant JMC land at Bandhu Rakh and an immediate order to launch the Animal Birth Control (ABC) programme at the Bhagwati Nagar facility.
While reviewing the renovation work at the Roopnagar Animal Care Centre, the Commissioner Secretary emphasized the need for climate-resilient infrastructure to protect animals from extreme temperatures.
She also commended the JMC for its current upkeep of over 200 cattle and horses at the Nagrota Gaushalla. By focusing on streamlined implementation and sustainable construction practices, the administration aims to set a new standard for urban animal welfare and public health in Jammu.
