Jammu and Kashmir Set to Finish Land Records Digitization by March 31; Chief Secretary Atal Dulloo Reviews Major Governance Reform
JAMMU, March 15, 2026 :-In a major push toward transparent and citizen-centric governance, Chief Secretary Atal Dulloo chaired a high-level review of key land modernization initiatives, including the Digital India Land Records Modernization Programme (DILRMP) and SVAMITVA.
Terming the digitization drive a revolutionary reform akin to the success of UPI, the Chief Secretary announced that 98% of Khasras across the Union Territory have already been digitized.
To ensure the accuracy of these records, the government has organized over 5,400 village-level grievance camps, addressing more than 57,000 land-related disputes. The administration has set a strict deadline of March 31, 2026, for the final freezing of updated Jamabandis.
Additionally, the meeting highlighted the successful generation of over 20.56 lakh Unique Land Parcel Identification Numbers (ULPIN), also known as Bhu-Aadhar, across 3,320 villages.
With over 7.28 crore revenue documents now uploaded to the Land Records Information System, J&K is positioned to significantly reduce litigation and empower land owners through error-free, geo-referenced digital maps.
