Jammu and Kashmir Mission YUVA: Chief Secretary Atal Dulloo Reviews Progress and Targets March 20 for Institutional FrameworkJ
AMMU, March 06, 2026 — Chief Secretary Atal Dulloo chaired a high-level meeting today to assess the district-wise performance of Mission YUVA, a transformative initiative aimed at driving youth employment and entrepreneurship through the four pillars of Culture, Capital, Capacity, and Connectivity.
Highlighting the mission’s robust financial momentum, the Chief Secretary noted that nearly ₹1,200 crore in loans have been sanctioned, with approximately ₹964 crore already disbursed to aspiring entrepreneurs.
To maintain this trajectory and clear pending applications, he directed banks to ensure a consistent pace of 150–200 loan disbursements daily.
On the institutional front, 13 out of 20 districts have completed their Small Business Development Units (SBDUs), with the remaining centers in districts like Jammu, Rajouri, and Anantnag ordered to be fully operational by March 20, 2026. Outreach efforts have also seen significant success, with the Udyam Jagriti 4.0 campaign reaching over 2.5 lakh individuals across 95% of Panchayats and the Mission YUVA mobile app recording a 47% increase in downloads over the last month.
Furthermore, the Chief Secretary emphasized digital expansion by advising Deputy Commissioners to onboard local enterprises onto the ONDC seller platform to broaden market access. With 15,192 loans already disbursed resulting in the establishment of 3,187 enterprises, the government remains focused on meeting its five-year target of incubating 500 innovative ventures, with final selections for the current phase expected by March 25, 2026.
