JAMMU, JANUARY 18: The Holistic Agriculture Development Programme (HADP) has launched a new era of agricultural transformation in Jammu & Kashmir, moving beyond traditional subsidy models to a comprehensive systems reform designed to re-engineer the Union Territory’s rural economy.
With a total investment of ₹5,013 crore, the programme integrates 29 interlinked projects across the agriculture, horticulture, and livestock sectors to transition from subsistence farming to high-income, resilient livelihoods. This systemic shift addresses historical bottlenecks such as fragmented landholdings and weak value chains, which previously suppressed productivity and farmer incomes.
To date, the initiative has successfully established over 92,000 productive units—including farms, nurseries, and value-addition enterprises—and registered more than 3.7 lakh farmers.The success of HADP is underpinned by a robust digital backbone, featuring the Kisan Sathi portal for applications, the Daksh Kisan platform for structured skilling, and over 2,000 entrepreneur-driven Kisan Khidmat Ghars providing last-mile IT services.
Capacity building has been central to the mission, with nearly 3 lakh course completions recorded as farmers adopt modern techniques in crop selection and risk management. The impact of these interventions is already measurable; digitally tracked units have generated approximately ₹350 crore in revenue and ₹125 crore in profit, creating over 1.9 crore person-days of employment.
By integrating credit linkages directly into the digital platform and focusing on measurable outcomes, HADP is positioning Jammu & Kashmir as a national model for sustainable agricultural governance and economic empowerment.
