Graduate Engineers of PDD Meet Minister Javed Rana to Demand Resolution of Long-Pending Promotion and NPS Issues
JAMMU, February 27, 2026 — A high-level delegation of Graduate Engineers from the Power Development Department (PDD) held a critical meeting with Minister Javed Ahmed Rana on Thursday to seek immediate intervention regarding systemic grievances stalling the department’s engineering cadre.
Submitting a comprehensive memorandum, the delegation highlighted the professional stagnation caused by promotions that have remained stalled since 2015, alongside the urgent need for the regularization of In-charge Engineers and those regularized back in 2014.
A primary point of contention was the irregular credit of National Pension Scheme (NPS) contributions, which the engineers argued severely undermines their long-term financial security.
The delegation further pressed for the implementation of the Assured Career Progression (ACP) Scheme and the expedited convening of Departmental Promotion Committees (DPCs) to resolve years of career deadlock.
Minister Rana, after a detailed hearing, assured the cadre that their concerns would be prioritized and discussed directly with Chief Minister Omar Abdullah.
Reaffirming the government’s commitment to transparency and administrative fairness, the Minister noted that the PDD has already begun promoting several engineers as part of a broader initiative to streamline services and enhance the morale of the workforce responsible for the region’s power infrastructure.
