EPFO Launches Employee Enrolment Scheme 2025: A One-Time Opportunity for Universal Social Security
New Delhi, December 18, 2025 — The Employees’ Provident Fund Organisation (EPFO) has officially introduced the Employees’ Enrolment Scheme (EES) – 2025, a landmark initiative designed to bring millions of left-out workers under the formal social security umbrella. This special one-time facilitation window, operational from November 1, 2025, to April 30, 2026, urges all employers—including State and Local Government authorities—to voluntarily register employees who missed out on EPF coverage between July 1, 2017, and October 31, 2025. By simplifying the regularization process, the scheme aims to ensure that casual and contractual workers, who are often vulnerable to exclusion, are fully integrated into India’s organized social safety network.
To encourage maximum participation, the EES 2025 offers significant financial incentives for voluntary compliance. In cases where employee contributions were not previously deducted, the employer is only required to deposit the employer’s share of contributions. Furthermore, the scheme waives heavy penalties, replacing them with a nominal lump-sum penal damage of ₹100 per establishment, which signifies full compliance across all three EPFO schemes. This “clean slate” approach even extends to establishments currently facing assessment inquiries, providing a unique path for businesses to resolve past non-compliance without the fear of excessive financial or legal burdens.
The initiative is part of the government’s broader vision of “Social Security for All” and aligns with the rollout of the new Labor Codes, which expand benefits to gig, platform, and contract workers. The EPFO has already initiated a nationwide awareness campaign and is actively communicating with defaulting employers via SMS and email. Eligible establishments can also avail themselves of benefits under the Pradhan Mantri Viksit Bharat Rojgar Yojana, making this an ideal time for organizations to formalize their workforce while bolstering their reputation as compliant and worker-friendly entities.
