Chief Secretary Atal Dulloo Reviews J&K Fuel Stocks and Directs Strict Action Against Hoarding

​Jammu March 24, 2026 — Chief Secretary Atal Dulloo chaired a high-level review meeting today to assess the availability and distribution of petroleum products across Jammu and Kashmir, ensuring the public of a stable supply chain.

Attended by senior officials including Commissioner Secretary Saurabh Bhaghat and various Deputy Commissioners, the session focused on the current stock levels of Motor Spirit, High-Speed Diesel, aviation fuel, and LPG.

Highlighting a zero-tolerance policy toward market malpractice, Dulloo issued firm directives for strict legal action against any instances of hoarding, black marketing, or overcharging to safeguard consumer interests across the Union Territory.​

The current energy landscape in J&K remains robust, with official data confirming that petrol stocks are sufficient for up to 10 days, diesel for 17 days, and LPG for approximately 13 days.

Notably, 100 percent of domestic LPG demand is being met through a transparent, OTP-based delivery system that covers up to 35 days of supply in rural areas.

To further enhance transparency, the government has accelerated e-KYC verification for nearly 20 lakh consumers and is providing 2 liters of kerosene monthly to Antyodaya Anna Yojana families via Aadhaar-seeded ration cards.

Enforcement has remained a priority, with over 1,400 inspections conducted in the past week alone to ensure fair allocation.

Looking toward long-term energy security, the Chief Secretary pushed for the swift operationalization of the under-construction gas pipeline, which is currently being laid in Kathua, Samba, and Jammu districts. He directed administrative heads to resolve any lingering land acquisition bottlenecks, expecting the trunk pipeline to be functional within the next three months. This infrastructure milestone is set to prioritize domestic connections in major districts, marking a significant shift in the region’s fuel distribution efficiency. Dulloo concluded by emphasizing that officials must remain accessible to the public and ensure that all grievances regarding fuel delivery are addressed without delay.
