Chief Secretary Atal Dulloo Fast-Tracks Major Health Infrastructure Projects Across J&K
JAMMU, January 9, 2026 — Chief Secretary Atal Dulloo today chaired a high-level review meeting to accelerate the progress of critical health infrastructure projects across Jammu and Kashmir, affirming that modernizing healthcare remains the government’s top priority.
Attended by top officials including Additional Chief Secretary (PWD) Anil Kumar Singh and Health Secretary Dr. Syed Abid Rashid Shah, the meeting scrutinized the physical and financial status of projects involving Government Medical Colleges (GMCs), SKIMS, and flagship schemes like PM-ABHIM and ECRP-II.
The Chief Secretary issued a stern warning against delays, noting that any lapses impacting public welfare would be viewed seriously at the highest level, and directed executing agencies to resolve inter-departmental bottlenecks regarding land and utilities immediately.
A comprehensive review was conducted on tertiary care expansions, including the Bone and Joint Hospital in Jammu and the status of five new GMCs in Anantnag, Doda, Kathua, Udhampur, and Handwara.
Notable updates include the transition of the 249-bedded Mother and Child Care Hospital at GMC Anantnag to UT Capex funding and the resolution of space constraints for a 50-bedded Critical Care Block at GMC Udhampur via land transfers.
Additionally, major secondary healthcare upgrades were reviewed for regions such as Rajouri, Billawar, and Budgam. The meeting highlighted that most critical care projects under PM-ABHIM are slated for completion by March 2026, with the Chief Secretary demanding that physical progress be accelerated to match financial outlays to ensure a robust healthcare delivery system for the citizens of the UT.
