CDM Hosts Strategic Panel Discussion on Land, Works, and Environment for Defense Operational Effectiveness

SECUNDERABAD | MARCH 18, 2026 — The College of Defence Management (CDM) recently concluded a high-level panel discussion titled “Land, Works & Environment for Operational Effectiveness of Defence Forces,” focusing on the critical infrastructure pillars that sustain military readiness.

The seminar was divided into two specialized sessions: the first, focusing on the Works Perspective, was chaired by Rajdeep Singh Rawal, Chief Engineer of the Western Command; the second session, covering Land & Environment, was led by C Ravindra from the Indian Defence Estates Service (IDES).

Throughout the event, subject matter experts from across the Armed Forces and the Defence Accounts Department exchanged insights on the complexities of infrastructure development, evolving land management challenges, and the growing environmental imperatives that directly impact frontline operational preparedness.

The deliberations at the CDM underscored that success in modern warfare is inextricably linked to coherent planning and integrated resource management. Participants of the Higher Defence Management Course (HDMC) gained significant doctrinal perspectives on how responsible environmental stewardship and streamlined land-works synchronization act as vital enablers for long-term capability development.

By emphasizing strategic resource management, the panel highlighted that sustainable practices are not merely administrative requirements but essential components of holistic operational readiness and the military’s long-term strategic footprint.
