ACB Files fir against former SICOP MD and Deputy General Manager over illegal appointment scam

JAMMU, Jan 29, 2026 — The Anti-Corruption Bureau (ACB) Jammu has registered a formal case under FIR No. 01/2026 against R.K. Razdan, the retired Managing Director of SICOP, and Kunal Choudhary, the current Deputy General Manager, along with several others for their involvement in a high-profile illegal appointment and promotion scandal.

A detailed verification by the agency revealed that R.K. Razdan allegedly abused his official position to enter into a criminal conspiracy, appointing Kunal Choudhary as a Technical Assistant for a six-month temporary period without issuing any public advertisement or inviting applications from eligible candidates.

In a blatant display of favoritism, the appointment was made on a “pick and choose” basis, followed by an unauthorized regularization of services after just six months, despite a lack of government sanction or eligibility. Furthermore, the investigation uncovered that Kunal Choudhary was arbitrarily promoted to the rank of Manager and subsequently to Deputy General Manager through manipulation and in total violation of established service rules.

By bypassing seniority and standard recruitment protocols, the accused officials conferred undue financial benefits and career seniority upon the beneficiary, leading the ACB to invoke sections of the J&K Prevention of Corruption Act and the Ranbir Penal Code as investigations continue to identify further co-conspirators.
