Chief Secretary Atal Dulloo approves UNDP partnership and advanced disaster management measures for Jammu and Kashmir

SRINAGAR, May 25, 2026 — Chief Secretary Atal Dulloo chaired a meeting of the State Executive Committee of the Department of Disaster Management, Relief, Rehabilitation, and Reconstruction today to review and approve a series of significant initiatives aimed at strengthening disaster mitigation, preparedness, and response mechanisms across Jammu and Kashmir.

The high-level meeting was attended by the Additional Chief Secretary of Finance, the Principal Secretary of DMRR&R, the Commandant General of the SDRF, the Commissioner Secretary of Law, and the Secretary of Revenue, alongside other senior officials.

During the session, the committee deliberated on key agenda items concerning regional resilience and granted formal approvals to enhance the institutional and operational capacity of the administration to effectively manage natural disasters and emergencies.

Among the major decisions taken was the formal approval to enter into a strategic partnership with the United Nations Development Programme to implement disaster mitigation measures across various districts of Jammu and Kashmir.

To ensure seamless coordination and execution, the committee approved the formation of a Project Steering Committee, which will be headed by the Principal Secretary of DMRR&R and co-chaired by UNDP representatives. To upgrade technological preparedness, the State Executive Committee also approved the procurement of Digital Terrain Models for vulnerable districts to facilitate advanced simulation, prediction, and mitigation of natural disasters.

Furthermore, the procurement of satellite phones was greenlit for high-risk subdivisions and tehsils across all districts to maintain uninterrupted communication links during crisis situations.The meeting also laid the groundwork for constituting hazard-specific task forces to tackle distinct threats such as earthquakes, floods, landslides, and Glacial Lake Outburst Floods.

These task forces will bring together experts from reputed national and local institutions, including IITs and universities, to provide specialized technical inputs for risk reduction. In another vital move to secure public safety, the committee revalidated funds amounting to 10.69 crore rupees for procuring rescue and emergency response equipment dedicated to the safe and efficient conduct of the annual Shri Amarnathji Yatra.

Wrapping up the session, Chief Secretary Dulloo emphasized the urgent need for robust preparedness, highly coordinated response frameworks, and the swift adoption of modern technology-driven systems to minimize environmental risks and build a resilient infrastructure across the union territory.
