J&K PACS Computerization: Yasha Mudgal Chairs 10th UTLIMC Meeting to Advance Digital Infrastructure

SRINAGAR, May 22, 2026 — Commissioner Secretary of the Cooperative Department, Yasha Mudgal, chaired the 10th Union Territory Level Implementation and Monitoring Committee (UTLIMC) meeting at the Civil Secretariat today to review and advance Phase-II of the Centrally Sponsored Project for Computerisation of Primary Agricultural Credit Societies (PACS) across Jammu and Kashmir. The committee evaluated the inclusion of 176 newly identified Multi-Purpose PACS (M-PACS) recommended by District Level Committees (DLIMCs)—surpassing the initial target of 171—aimed at strengthening rural credit delivery and upgrading governance mechanisms. Central to the agenda were financial and technical requirements, including budgetary allocations for essential computer hardware procurement and the engagement of specialized System Integrator (SI) services for operational support.

Emphasizing transparency and efficiency, the Commissioner Secretary directed that all hardware procurement strictly align with the revised central scheme guidelines and called for a robust vendor selection mechanism to ensure timely execution. Aligning with the National Level Monitoring and Implementation Committee (NLMIC) directives under the Ministry of Cooperation, she specified that all operational matters, including vendor payments, will be managed directly through the Registrar Cooperative Societies. Highlighting that digitization and modernization are vital to strengthening the cooperative movement by enhancing transparency, accountability, and service delivery to farmers, Mudgal concluded by urging officers to expedite project implementation in close coordination with NABARD and other key stakeholders.
