The Era Is Over When Terrorist Attacks and Naxalite Groups Carried Out Massacres Fearlessly While Governments Merely Engaged in Dialogue, This Is the New Defence Doctrine — the Modi Doctrine Says Amit Shah

NEW DELHI, May 22, 2026 — Union Home Minister and Minister of Cooperation Amit Shah declared that India’s defence and border security policies have undergone a transformational change since 2014, marking the end of an era where governments responded to cross-border terrorism and Naxalite violence with passive dialogue. Speaking as the Chief Guest at the Border Security Force (BSF) Investiture Ceremony and Rustamji Memorial Lecture in New Delhi, Shah outlined the “Modi Doctrine,” highlighting decisive actions like surgical strikes and air strikes that target terror infrastructure inside Pakistan. He emphasized that the country has replaced traditional containment with a strategy of complete eradication, which has already successfully neutralized the five-decade-old threat of Naxalism.

To address modern security challenges like illegal infiltration, drone-based weapon and narcotics smuggling, and cyber threats, Shah announced that the Ministry of Home Affairs will launch a comprehensive Smart Border Project within the next year. This initiative will equip the world’s largest border guarding force with an impregnable, high-tech security grid featuring drones, radars, and advanced cameras to secure the borders with Bangladesh and Pakistan completely. Furthermore, the Home Minister asserted that Prime Minister Narendra Modi has announced the formation of a High-Powered Demography Mission to counter unnatural demographic shifts caused by cross-border infiltration, vowing that every single infiltrator will be identified and expelled. Acknowledging the sacrifices of the jawans, Shah also promised that the government will introduce a major welfare programme for all Central Armed Police Forces (CAPF) personnel and their families within the next two months.
