Jammu and Kashmir Mission YUVA achieves 1100 crore disbursement milestone during Apex Committee review
SRINAGAR, MAY 18 — Chief Secretary Atal Dulloo chaired the Apex Committee Meeting of Mission YUVA to review the progress of the ambitious initiative focused on fostering entrepreneurship, generating employment, and establishing Jammu and Kashmir as a hub for sustainable livelihoods.
The high-level meeting was attended by senior officials from multiple departments, including the Finance Department, School Education, Labour and Employment, Rural Development Department, Employment Directorate, Jammu and Kashmir Entrepreneurship Development Institute, and representatives from Jammu and Kashmir Bank alongside other financial institutions.
During the session, the Chief Secretary comprehensively evaluated the performance under the four foundational pillars of the mission, which focus on creating culture, capital, capacity, and connectivity for applicants across the Union Territory.
To maintain the momentum of the mission, the Chief Secretary took stock of district-wise achievements and institutional readiness while specifically targeting the clearance of application pendency. He directed district administrations, Small Business Development Units, and banking institutions to accelerate the verification and loan sanctioning processes within strict timelines.
The meeting highlighted substantial achievements in capacity building, noting that over 21,000 applicants have completed hybrid entrepreneurship training across 300 active training centers. The Chief Secretary emphasized that the initiative must transcend financial assistance to become a self-sustaining ecosystem, instructing Deputy Commissioners to closely monitor application conversion rates, market linkages, and long-term enterprise sustainability.
Secretary of Labour and Employment, Kumar Rajeev Ranjan, briefed the committee that Mission YUVA aims to drive job creation through nano enterprises, new MSMEs, and business acceleration. Out of more than 1.07 lakh applications received, District Level Implementation Committees have approved over 57,000 cases, with banks already sanctioning loans for 25,000 cases exceeding 1,200 crore rupees and successfully disbursing 1,119 crore rupees to over 21,000 beneficiaries.
Looking ahead, the mission has established a target to set up 50,000 enterprises during the 2026-27 fiscal year, comprising 44,000 nano enterprises, 4,000 new MSMEs, and 2,000 existing MSME expansions.
The committee also reviewed public outreach achievements, noting that the Udyam Jagriti 4.0 campaign successfully reached nearly 3.4 lakh citizens, pushing cumulative awareness past 5.3 lakh individuals through app downloads and block-level drives.
Director of Employment, Harvinder Singh, presented the upcoming Udyam Jagriti 5.0 campaign for 2026-27, which will shift focus toward targeted mobilization in colleges, self-help groups, and rural pockets via hackathons and application facilitation camps.
Additionally, institutional support has been reinforced with the recruitment of over 900 motivators and 100 business support personnel, while digital connectivity is expanding through the onboarding of local products onto the Mission YUVA Seller App and ONDC-linked platforms to provide global market access to regional entrepreneurs.
