Srinagar, February 01, 2026: In a strategic administrative move aimed at enhancing governance and streamlining public service delivery, the Government of Jammu and Kashmir has assigned additional responsibilities to two prominent Indian Administrative Service (IAS) officers.
According to Government Order No. 139-JK(GAD) of 2026 issued by the General Administration Department, Naveen S L, IAS (AGMUT:2012), who is currently serving as the Secretary to the Government for the Civil Aviation Department and holding the additional charge of Commissioner, Civil Aviation, has been further entrusted with the charge of Administrative Secretary for the Public Grievances Department.
Simultaneously, Avny Lavasa, IAS (AGMUT:2013), currently the Secretary to the Government for the Transport Department, has been assigned the additional charge of Administrative Secretary for the Hospitality & Protocol Department in addition to her existing duties.
These appointments, authorized by the Lieutenant Governor and signed by Commissioner/Secretary M. Raju, take effect immediately to ensure a more robust and responsive administrative framework across these critical sectors in the Union Territory.
